apache 160 4v fuel average

hi i have bought the bike in December and completed around 2000 km and also done 2 services but the average is below or equals to 30. they said it will increase after next service everytime. and also said that avg of bike normally 35-40Km per litre . but this is 30. how can i get solution of this.

how i have bought the 160 4v on 30 june 2021 and not even donne the 1 service still my average is more than 40
